Legislative council set to make big decisions

The Arizona Interscholastic Association’s legislative council is set to make big decisions Friday that can dramatically affect in which conferences schools will be placed.
But conference realignment won’t be the only big item the council will tackle during its first meeting of the 2015-16 school year.
Some of the proposed amendments:
- Each conference should consider a person of color and a female when selecting legislative council members to represent their conference.
- Increasing the number of executive board members from nine to 13.
- Superintendents and athletic directors will serve two-year terms instead of three on the executive board. An executive board member shall serve no more than two consecutive terms in office.
- Adding a 6A Conference. Class 1-3A will be designated as small school conferences, and 4-6A will be defined as large.
- Schools may appeal to be placed in a higher or lower conference. The conferences’ committees will consider participation numbers, enrollment, a conference’s support/opposition to an appeal, a school’s location, a school’s student make-up, competitive history in the past four years, and cancellation of games and or sports in the past four years to determine if an appeal should be approved or denied.
- The creation of regions and allowing conference committees to place schools in a region based on a school’s location and overall conference travel and expenses.

- The legislative council is the rule making body of the AIA and adopts and amends the AIA’s bylaws. The legislative council is comprised of 45 members, selected from the state’s five conferences and the Arizona School Boards Association.
- To amend an AIA bylaw a 2/3 vote, a quorum, is needed. If all 45 members are present Friday, then 30 votes are needed for an amendment to pass.
